Head of IT performance - CIO Office

THE ROLE
The CIO Office at CMA-CGM plays a transversal governance role within the IT Department (DSI), covering areas such as governance, strategy, project portfolio, contract management, budget oversight, IT performance, and internal transformation.
The Head of IT Performance position has been created to strengthen the effectiveness of budget management and enhance the value of IT performance.
WHAT ARE YOU GOING TO DO?
The Head of IT Performance supports the team in improving IT performance management through governance frameworks, reporting, value analysis, and structured decision-making, working closely with Finance, Procurement, IT domains, and business stakeholders.
Their role is to deliver a consolidated, cross-functional view of budget execution, operational performance, risks, and IT capabilities. They ensure the consistency, reliability, and clarity of data and decision-support tools for the CIO and their direct reports.
The Head of IT Performance leads a key scope within the CIO Office, structured around four main pillars: IT performance, budget management, resource & cross-functional tool management, and quality & continuous improvement.
IT Performance Management
• Define, monitor, and evolve key IT KPIs (services, projects, vendors).
• Produce consolidated dashboards for management and the executive committee.
• Implement synthetic and automated monitoring tools (dashboards, alerts, ad hoc analyses).
• Analyze IT operational and financial performance to guide decision-making; cross-reference data for an integrated view.
• Prepare and lead performance review meetings and monitor related action plans.
Quality, Risk & Continuous Improvement
• Monitor IT service quality and user satisfaction.
• Contribute to identifying and tracking operational and financial risks.
• Drive continuous improvement initiatives for IT and performance management processes, in collaboration with other CIO Office teams.
• Provide support for internal and external audits regarding performance, budget, and quality.
Budget Management & Cost Optimization
• Define budget guidelines with the CIO and Finance (instructions, thresholds, timelines).
• Prepare input tools and templates for IT departments, in coordination with the PMO team.
• Oversee IT budgeting cycles: annual budget planning, monthly rolling forecasts, and final outlooks, in collaboration with IT leaders, Finance, and the CIO Office (reminders, committee organization, arbitration).
• Consolidate budget needs and ensure alignment with strategic priorities.
• Consolidate and analyze IT financial forecasts (project + run), flag deviations, and propose corrective actions.
• Identify and manage budget optimization opportunities (spend tracking, internal/external benchmarks).
• Produce clear financial dashboards tailored to governance needs (IT, Executive Committee, Group Finance, etc.).
External Resources & Internal Tools
• Structure the monitoring of external resources: headcount, costs, distribution, and alignment of management tools.
• Oversee onboarding and offboarding processes for IT service providers.
• Supervise selected cross-functional internal tools (reporting, performance management, governance).
• Manage the portfolio of transversal IT tools (e.g., Orchestra, Hive, Jira, Lucid) in collaboration with relevant users (usage tracking, license renewals, cost optimization, user support, contribution to usage evolution).
• Ensure consistency and accessibility of the documentation base (procedures, SharePoint, etc.).
WHO ARE WE LOOKING FOR?
Technical skills:
• Proven experience in IT performance management.
• Good understanding of IT environments and budget management: projects, operations, resources, tools.
• Strong analytical skills for financial data, critical thinking, data management rigor, and proficiency with reporting tools (Excel, Qliksense, Airtable, etc.).
Soft skills:
• Strong transversal leadership.
• Ability to lead a team with diverse missions.
• Synthesis skills, structured thinking, rigor.
• Ability to engage with both technical and financial stakeholders.
