- THE ROLE
Reporting to the General Manager (GM) with dotted line reporting to HR & Admin Director of Vietnam Cluster, the HR Business Partner Manager (HRBP Manager) is responsible for leading the full spectrum of Human Resources and Office Administration functions in CMA CGM Cambodia.
This role partners closely with business leaders to drive HR strategies aligned with organizational goals, ensure compliance with local labour laws and corporate policies, and enhance employee engagement and development. The incumbent will also oversee office administration, ensuring smooth day-to-day operations and a compliant, efficient workplace.

- External: HR consulting companies, job boards, Insurer, Hospital/clinic…
- RESPONSIBILITIES
- HR Business Partnering & Strategy
- Oversee day-to-day HR operations and support the execution of HR strategy aligned with business objectives.
- Collaborate with stakeholders to develop and implement HR initiatives to support organizational goals.
- Proactively identify and resolve HR/people-related issues to achieve business outcomes.
- Workforce Planning & Budget Management
- Responsible for annual headcount planning and payroll cost budgeting.
- Manage budget utilization and ensure proper governance in accordance with business requirements.
- Employee Engagement
- Drive continuous improvement in employee engagement through local activities and initiatives.
- Communicate employee engagement survey results, facilitate action planning, and manage execution.
- Talent Acquisition and Talent Management & Development
- Lead recruitment activities and partner with hiring managers to fulfill manpower needs.
- Support employer branding and engagement with external recruitment partners.
- Partner with business stakeholders and regional HR teams to identify training needs and support employee development.
- Participate in the annual performance development process and facilitate calibration and appropriate distribution in a timely manner.
- Manage talent-related activities including employee transfers, promotions, and performance management.
- Support organizational development initiatives such as organization structure review.
- HR Operations
- Ensure hands-on execution of HR operations, including employment contracts, training, payroll, benefits administration, and personnel file (P-file) management.
- Compliance & Policy Management
- Review and update local HR policies and processes to ensure compliance with internal standards and external regulations, including labour laws and Health, Safety & Environment requirements.
- Ensure HR practices remain competitive and aligned with market standards.
- Office Administration & Facilities Management
- Oversee general office administration, including procurement, vendor management, and facility maintenance.
- Manage office services such as security, sanitation, and fixed assets.
- Coordinate with suppliers and service providers to ensure operational efficiency.
- Plan and organize company events, internal activities and CSR initiatives.
- QUALIFICATIONS AND PROFILE
- Bachelor’s degree from Human Resource/ Business Administration or related discipline.
- Minimum 8-10 years of HR Business Partnering/ HR Generalist experience.
- Fluent in both Khmer and English as you would be dealing with local authorities and working in an internationally diverse workplace.
- Strong in local labour laws & regulations and kept abreast of the changes.
- Good writing and interpersonal skills, and problem-solving skills.
- Possess strong communication and strong stakeholder management skills.
