APAC Head of IT Project Management Office (PMO)

Role Overview
As the APAC Head of IT PMO, you are more than a governance lead, you are the driving force behind IT portfolio management and the voice of technology value across the region. This is a high-visibility, dual-impact role designed for a modern IT leader who can effectively manage a disciplined, digitized project portfolio, uphold strong financial governance, and actively promote the achievements of the IT organization to both regional and global stakeholders.

You will lead the governance, execution, financial stewardship, and projects/portfolio management of the IT portfolio. This role ensures consistent ways of working and adherence to established operating models across agencies, regional hubs, and global head offices, while serving as the single point of contact for all program and project portfolio management.

In addition, this role also leads Internal IT Communications and Events, serving as the chief storyteller for the IT department. You will lead a communications team to showcase IT successes, enable strategic dialogue across the organization, and drive impactful engagement initiatives that enhance the visibility and perceived value of IT across the enterprise.

 

Key Responsibilities:
End-to-End Portfolio Management (Demand, Supply, Run Ops)

  • Partner closely with IT Business Engagement teams to govern the demand intake funnel, ensuring all new initiatives are supported by validated business cases, clear ROI, and strong strategic alignment.
  • Collaborate with IT Solutions Delivery teams to ensure programs and projects are delivered on time and within scope. Foster alignment between PMO Project Managers and Delivery Leads, where PMO governs planning, milestones, and cadence, while Delivery teams focus on execution.
  • Work with Business Engagement and Run/Operations teams to conduct post-implementation reviews, including financial and operational audits, to validate value realization and drive continuous application lifecycle optimization.

 

Multi-Tiered Governance & Ways of Working (WoW)

  • Establish and enforce standardized PMO governance frameworks across regions, global headquarters, and third-party vendors, covering demand intake, portfolio management, and post-go-live operations.
  • Drive consistent adoption of delivery and financial tracking tools within PPM platforms (e.g., ServiceNow, Jira, internal gating processes) to maintain a single source of truth. 
  • Simplify and digitalize fragmented manual processes to improve efficiency and governance.
  • Act as a subject matter expert, leading training and communication initiatives to support organizational adoption and change management.

 

Financial Governance & Monthly Cadences

  • Lead monthly IT financial reviews with corporate finance, external partners, and regional/global stakeholders to ensure strong budget control and transparency.
  • Monitor CAPEX and OPEX spend, proactively identifying anomalies in burn rates to mitigate risks of budget overruns.
  • Serve as the central PMO liaison for corporate finance during annual budgeting cycles and ad hoc financial exercises, including business case revisions and mid-year adjustments.
  • Act as the primary point of contact for indirect procurement, ensuring full compliance with IT procurement policies and due diligence requirements.
  • Design and implement governance processes to strengthen procurement and vendor management practices, working closely with cross-functional IT teams. 

 

Internal IT Communications, Events & Showmanship

  • Own and drive the internal IT communications strategy, leading a dedicated team to showcase technology achievements, highlight project milestones, and translate complex initiatives into clear, engaging narratives for the broader business.
  • Design and deliver high-impact IT events, including global town halls, regional alignment sessions, technology showcases, and leadership Q&A forums.
  • Strengthen the internal brand and reputation of the IT organization by consistently demonstrating the value and business impact of IT initiatives to regional and global stakeholders.
  • Partner with change management teams to develop effective communication frameworks that support system adoption, using targeted messaging and creative channels to reduce organizational resistance.

 

What We're Looking For 

  • Degree in Information Technology, Computer Science, or a related field. 
  • At least 15+ years of progressive experience in IT leadership, portfolio management, or project/program management/delivery roles, within large, matrixed, and multinational organizations. 
  • Proven experience in leading regional or multi-country teams across APAC, with strong cultural sensitivity, stakeholder management skills, and understanding of country-specific regulatory and operational landscapes. 
  • Demonstrated track record in successfully delivering large-scale or regional IT programs and portfolios within scope, timeline, and budget.
  • Hands-on experience with various software development methodologies including Agile, Waterfall, and DevOps, with the ability to tailor delivery models to business context. 
  • Deep understanding of business-IT alignment, with the ability to translate business strategies and operational needs into actionable IT roadmaps and initiatives. 
  • Experience in driving organizational change management, supporting user adoption, and enabling business transformation through digital innovation. 
  • Strong financial acumen, with extensive experience managing IT budgets, business cases, vendor contracts, and demonstrating ROI on IT investments. 
  • Strong negotiation and influencing skills with the ability to engage senior to align priorities and drive consensus on complex initiatives. 
  • Excellent interpersonal and communication skills, with a proven ability to build trusted relationships across cross-functional teams.
  • Relevant professional certifications (e.g., PMP, PRINCE2, Scrum Master) are highly desirable, with a strong track record in scoping, planning, and risk-managed execution. 
  • Broad knowledge of enterprise systems, IT governance, IT service management (ITIL) as well as data privacy, and compliance frameworks. 
  • Prior experience in the shipping/logistics or supply chain industry is an advantage.
