Cluster Operations and Logistics Manager

THE ROLE:
To monitor and manage the Vessel and terminal operations within Horn of Africa Cluster, allowing all vessels to smoothly discharge, load and tranship, with the aim to maintain vessel schedules.


RESPONSIBILITIES:
As an Operations Manager reporting directly to HOA Managing Director, your commitments are: 


PORT & TERMINAL OPERATIONS

  • Coordinate scheduled vessels’ port calls with Principals and ports and terminals, including but not limited to vessels’ berthing windows and schedule recovery. Provide daily SITREP to concerned parties.
  • Manage cargo receipt process, cut off times with Terminals in consultation with Line / CSU & Partner Lines.  
  • Ensure all information related to all ships call such as but not limited to Bay plans, Lists, allocations, AGW, stowage, special cargo docs are duly exchanged between Agency, Principals, Partners, Terminals & ships.
  • Maintain high coordination between OPS, TS & Terminal teams for tight connections & ITT within Terminals.
  • To monitor berth / operations prospects & adequate resources of all ships in advance and if any delays foreseen, then strive to improve under escalation to Management / DRO / HO Principals.
  • Allocate staff as appropriate to monitor progress, contingencies & necessary action for turnaround of ships.
  • Manage Husbandry services, including but not limited to Bunker, crew, spare parts with scheduled port time.
  • Provide Principals assistance in respect of their negotiations with the ports and terminals and project studies.
  • Supply operational advice & stevedoring costs to DRP / Line Commercial for OOG & Break Bulk cargoes
  • Manage terminal discharge / load reports, exception reports & to ensure PCR issued within set time frames.  
  • Provide Management, DRO& HO OPS Weekly / Monthly Productivity / Operational & analytical reports.
  • Oversee the cross-border operations activities in land lock countries in the cluster.
  • Follow-up on all operational activities in the sister agencies, guide and support when needed. 
  • Close follow-up and control on extra operational cost, frequent review of cost exposure and mitigating initiatives.  
  • Travel when needed to cluster ports, ICDs. 

 

EQUIPMENT CONTROL, LOGISTICS & INTERMODAL
Supervise, lead and act as a back up for Equipment & Logistics Manager in order to: 

 

  • Efficiently coordinate with Commercial / DRO / HO & manage container imbalance within internal locations.
  • Monitoring and supervising idle full volume / reports and all required arrangements to reduce the idle containers within the HOA cluster
  • Maintain best practices while dealing with Ports / Terminals, other vendor management & M & R activities.
  • Strive to maintain lowest possible LOG Costs while maintaining & monitoring highest level in Logistics KPIs
  • Review empty container pools / depots as to reduce idle empty container volume and maximize evacuation as to  reduce unit costs within HOA Cluster.
  • Provide Management & DRO Monthly Volume / Imbalance / Cost reports + comments on efficiency / issues.

 

TRANSSHIPMENT ACTIVITY

  • To control Inbound TS nomination with a high degree of accuracy in connectivity.
  • To be in regular contacts with HO Lines / DRO Cargoflow & FDR Operators for Space optimization, shortest Dwell time and reduce re-nominations.
  • At all times, to maintain PODs constantly updated on inbound cargo prospects & if unavoidable, roll overs.
  • Ensure that post loading journey legs are promptly refreshed & LARACARGO hub is constantly cleaned up.
  • Provide monthly volume reports to the Management / DRO with comments validating monthly fluctuations.
  • Frequent follow-up and monitoring of Stock evolution, TS dwell for both dry and reefers.
  • Weekly reporting & discussion with DRO / HO on evacuation bottlenecks. 
  • Follow-up and ensure that KPIs of Dwell, stock, and JL.

 

ADMINISTRATIVE / OTHER

  • Train all staff members adequately for operational & communication efficiencies to ensure prompt & accurate execution of functions. Periodical review of staff quality is mandatory.
  • Identify departmental resource needs & review opportunities for multitasking & twin hub rationalizations. 
  • Design / maintain internal procedures for efficiencies & allow deviations only subject to Manager’s approval.
  • Manage vessel and cargo claims within the HOA Cluster, including but not limited to the recovery of costs from stevedores for vessel damages and the claim process for and on behalf of Principals.
  • Verify on disputed invoices, cases with terminal, coordinate with Cost control, finance, and HO / DRO teams.
  • Evaluate various KPIs and objectively monitor / benchmark performance with comparable Agencies.
  • Assist Management & Principals with Projects; provide Market intelligence information, presentations as & when required.

 

QUALIFICATIONS AND PROFILE:
Must have:

  • To have an excellent understanding of Principal’s & Agency’s overall interests & highest safeguarding.
  • To manage BOA of all vessels & terminal operations with minimum delays and highest performances.
  • To oversee and manage the Principal’s transhipment activity efficiently, timely and without any errors.
  • To execute and deliver efficiencies in container imbalance, equipment control & Intermodal activities.
  • To maintain constructive relationships with Terminals and exercise tight control of principal’s vendors.
  • Oversee and manage overall Principal / Agency cost control & assist in revenue streams enhancement.
  • To react promptly and positively to all contingencies while ensuring Management & Principals advised.
  • Knowledge of the legal and / or regulatory frame
  • Stock / Allocation management
  • Financial and economic knowledge
  • Equipment flow management
  • English Fluency , both verbal and written is a must
  • Software / IT Applications

 

Nice to have:

  • Graduate (3 years regular course ) Any bachelor degree or Equivalent University Degree
  • Must have atleast 10 years of Industry experience in similar capacity and should have knowledge of the end to end process of Logistics Operations.
