Head of Procurement (Asia Pacific)

Summary 
Reporting to CEO (Asia Pacific) and the Group’s CPO, the incumbent is responsible for the overall contracting process of terminals services, marine / port services, depots services, intermodal services, third party feeder and indirect purchases for the Group shipping business in Asia Pacific: procurement strategy, sourcing and negotiation with vendors, contract management and Opex optimization. 


The incumbent will be responsible for ensuring best terms for the Group in each of these procurement domains through active engagement with the vendors and  optimizing overall Group’s Opex in the region, through close collaboration with internal stakeholders (Management, Lines, Operation, Finance, Agencies etc) to optimize cost savings and operational efficiency.

 

Responsibilities 

  • Manage contract negotiations with Stevedoring / Marine Charges / Intermodal / Land (depot) / 3PF / indirect vendors including comparative/benchmark studies, work out levers and negotiation strategies, execute negotiations for optimal results for the Group in terms of costs and service level
  • Plan and manage tenders / RFP and centralise negotiations
  • Ensure overall contract management for each procurement domain as well as proper monitoring of vendors’ service level and spends
  • Align with APAC management and HO Procurement to lever and set negotiation strategy/approach
  • Formulate proposals to Management and key internal stakeholders regarding cost savings and efficiency improvements ; constantly seek for Dynamic Procurement’s initiatives to be implemented for cost reduction and operational excellence
  • Manage overall relationship with APAC vendors
  • Develop and execute a strategy of global partnerships with key vendors
  • Ensure full compliance with Group objectives and Group Procurement policies and processes, including suppliers’ screening, approval matrix, sustainability goals etc
  • Ensure regular reporting on negotiations progress, cost savings / achievements vs budget and cost reduction plans, spot negotiations, tendering plans etc 
  • Ensure APAC stakeholders’ adherence and support to the cost reduction strategy and awareness program on each spend category
  • Constantly review Spend Tree analysis for cost saving opportunities
  • Develop digital tools and improved processes to enhance team work’s efficiency, and ensure buyers’ continuous skill development
  • Any other assignments as and when requested by the Management                

 

Requirements 

  • At least 15 years of experience in a senior leadership position in regional procurement experience (or equivalent) negotiating large contracts in the terminals services, marine / port services, depots services, intermodal services, third party feeder and indirect purchases
  • Strong communication and commercial acumen to negotiate large contracts successfully
  • Possess strong leadership qualities to lead and rally a team more than 20 across three locations 
  • Team player and collaborator to work with diverse internal and external stakeholders to achieve success
  • Possess a Bachelors or Masters
