Job Summary

 

Responsible for the development and administration of the employee environmental, health and safety program in a station to ensure that station facilities, vehicles and equipment comply with applicable state OSHA laws and federal standards and regulations, and provide a safe and healthy environment for employees and the public.

 

Primary Duties and Responsibilities

  • Develop, implement and administer health and safety programs for all departments throughout the facility including employee forklift certifications, employee safety orientations and employee Hazmat/Dangerous Goods certifications.
  • Assess the applicability of state OSHA requirements and other occupational health and safety rules and regulations.
  • Assist in the interpretation of statutory requirements and evaluation and modification of loss control program components to ensure compliance with industry standards and legislative mandates established by general law.
  • Recommend policies and procedures and implements them after approval to ensure compliance.
  • Conduct safety inspections and reviews performance of job functions to ensure conformance with safety and environmental health regulations.
  • Estimate costs and effectiveness of various safety and maintenance programs.
  • Arrange for, or personally provide, on-site safety training to station employees.
  • Ensure a positive and consistent corporate image and approach is integrated throughout all training efforts.
  • Investigate accidents, incidents and safety complaints.
  • Prepare records, reports and make recommendations for action and/or correction.
  • Assist Corporate Safety management in the development and administration of an effective and efficient loss prevention and control program.

  • Assist staff during office hours, on the telephone and in person by responding to inquiries using independent judgment, discretion, and tact.
  • Educate and motivate supervisors and managers to follow safe work practices and maintain a safe working environment through training, presentations and the distribution of safety materials.
  • Act as a resource for operating department managers and supervisors with regard to safety, health, environmental and select maintenance issues.
  • Provide assistance and counseling in creating safe working conditions and in acquiring ergonomic and other safety equipment.
  • Represent the station in meetings with vendors, regulatory agencies and other public and private organizations.
  • Interview and confer with employees regarding safety issues and problems.
  • Assist in overseeing the work of contractors and vendors providing safety services and equipment for the facility.
  • Monitor changes to applicable regulations, technology and procedures that may impact facility safety programs.
  • Maintain accurate records and files and prepares periodic and special reports.
  • Keep abreast of emerging technology changes and innovations through formal or informal study, reading business and professional publications, networking, and participation in professional organizations.
  • Perform other duties as assigned.

 

Qualifications

Education and Experience

  • Bachelor’s Degree in Environmental, Safety & Health, Transportation Safety, Business Administration or a related science required.
  • Minimum two to three years experience in transportation safety or transportation safety/compliance experience required.
  • Minimum one year industry experience preferred.

 

Certifications and Licenses

  • Certified Safety Professional (CSP) required; or 
  • Certified Occupational Safety Specialist (COSS); or
  • Other industry equivalent safety certification/training.

Languages and Communication Skills

  • Must be able to read, write and speak English fluently.
  • Ability to communicate and interact effectively with people from multi-functional and diverse backgrounds.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from management, employees and vendors.

 

Computer Skills

  • Advanced proficiency in Microsoft Office, internet, web-based and job specific related software applications.

 

Other Skills/Experience

  • In-depth knowledge of applicable state OSHA requirements and other occupational health and safety rules and regulations including DOT and EPA.
  • In-depth knowledge of federal and state safety laws.
  • Knowledgeable of warehouse operations and freight/logistics optimization.
  • Demonstrated understanding of key transportation concepts and key performance indicators (accidents per million mile, injury frequency rates, EMOD, etc).
  • Excellent interpersonal skills with the ability to establish and maintain productive relationships at all organizational levels – must be a people person.
  • Ability to develop constructive working relationships with station management to obtain their support and involvement in safety accountability.
  • Must have the ability to overcome operational challenges, challenge “the way it’s always been done,” and introduce new and cost effective processing techniques.
  • Experience in evaluating workplace hazards.
  • Experience in conducting safety inspections and reviewing performance functions for conformance with safety and environmental health regulations.
  • Demonstrated ability to evaluate and estimate the costs and effectiveness of safety and maintenance programs.
  • Ability to facilitate proactive safety awareness programs.
  • Experienced in conducting group or one-on-one safety related training and the ability to tactfully address classroom challenges from opinionated students.
  • Experience in investigating accidents, incidents and safety complaints.
  • Excellent planning, time management, collaboration, decision making, organization, presentation and negotiating skills.
  • Experience with, or ability to understand internal and external implications of solutions proposed, potential areas of risk and methods to limit liabilities.
  • Ability to analyze moderately complex procedural requirements.
  • Ability to develop and present statistical data to all organizational levels.
  • Skilled in developing and documenting processes, and procedures.
  • Ability to generate error-free reports.
  • Ability to work well in a team environment, collaborate with internal and external resources, gain credibility with senior management, and manage through conflict with a positive, flexible attitude.
